Series consist of material gathered or created by Weller in his research for scholarly work, government contracts, and community service involvement.

Arrangement
Weller’s records rarely fall into series related to a single project, but instead tend to be grouped by projects related to a similar topic produced during a similar time period. In this way, a subseries might encompass material from different academic research projects, government contracts, community service positions, and even research related to course taught by Weller. Where the dates of some items predate the identified research project, it is assumed that this material was collected (often photocopied) at the time of research for the project. In Subseries 2: Health Policy in Canada and Other Countries and Subseries 3: Local and Provincial Government in Northern Canada, the bulk of the material has dates coinciding with the identified research projects; however, the subseries also contains a smaller number of files with items from later dates, suggesting these series were used again for later projects. Since the later project could not be identified and the files had evident cohesion around their involvement in Weller’s earlier work the arrangement reflects their involvement in the earlier, identifiable projects. In this way, the earlier subseries may be related to records from later projects (see subseries 10 and 11).
