Scope and content

Subseries primarily consists of material involved in Weller’s academic research projects titled “Local Government in the Canadian Provincial North,” "The Evolution of Local Government in Northern Ontario,” "Provincial Ministries of Northern Affairs: A Comparative Analysis," and “Local Government Development in the Yukon and Northwest Territories.” The subseries also comprises material related to Weller’s academic research on the Nunavut Proposal and transferring the responsibility for health care to northern territories, including research a Lakehead University course “Political Studies 4203: Politics in the Canadian North” seminar titled "How likely is it the Nunavut will be created?" in 1982 and later academic research projects. The records include drafts, notes, and correspondence to and from Weller regarding his requests for research material and arranging interviews with government officials. The subseries also contains copies of articles by other authors, the text of legislation, material released by government bodies such as documents from annual conferences of Ministers with Responsibilities for Northern Development, and documents from organizations concerned with development in northern Canada including First Nations and local government groups. There appear to be additions to the files made in the 1990s suggesting their involvement in later research (see subseries 11). Two empty files were titled: “Organisation in Northern Saskatchewan, Memorandum from A.W. Johnson, Saskatchewan” and “Report on the Organisation for a Single Agency to Provide Government Services in the North, Budget Bureau, Saskatchewan.”
