Water Politics and Environmental Issues in the Great Lakes Region

Subseries consists of material related to a project titled “Water Politics and Policy in the Lake Superior Basin” and to an unpublished paper titled "The Politics of Environmental Pollution: The Case of Northwestern Ontario.” The research for that latter project was incorporated into other projects at the time such as Weller’s collaborative project with Douglas Nord "Environmental Policy and Political Support in Canada and the United States: A Comparative Analysis.” During this time Weller and Nord also completed two research reports funded by the state of Minnesota and the Canadian Consulate-General in Minneapolis titled “Transborder Politics and Paradiplomacy: The Ontario- Minnesota Fishing Dispute” and “Canada and the United States: An Introduction to a Complex Relationship.” The material includes Weller’s contract with the state of Minnesota along with the text of legislation pertaining to water quality on the Great Lakes and material created by other authors, government bodies in Canada and the United States, and organizations concerned with the state of the great lakes. The research projects identified in the records range the dates 1982-1988. However, some of the items have later dates, suggesting some of the files were used again for research in the 1990s.Some of the later material also pertains to environmental issues in British Columbia instead of the Great Lakes.

Health Care in Ontario and the Circumpolar North

Subseries consists of material related to Weller’s roles on the Advisory Committee for the Health Promotion and Prevention Project of the Ontario Council of Health (1983-1984), the Thunder Bay District Health Council (1983-1988), focus group of The Premier's Council on Health Strategy (1987-1988), board of the Victorian Order of Nurses (1987-1988), the study advisory group on the Study on Health and Social Service Professionals in Northern Ontario (1989-1990). The subseries also contains material involved in Weller’s academic research on healthcare in northern regions, specifically the projects titled "The Politics of Health in the Circumpolar North,” "The Delivery of Health Care to Underserviced Areas,” and "Health Care Delivery in Northern Hinterlands.” It also contains research pertaining to the Canada Health Act of 1984. Material includes documents produced for meetings of the advisory committees and Thunder Bay District Health Council, such as minutes and reports, correspondence, and other material produced by these groups as well as government bodies and scholars in the areas of health policy and circumpolar health.

Circumpolar Universities and Development in Circumpolar Regions

Subseries consists of material involved in Weller’s research on higher education in the north, including projects titled “Universities, Politics and Development: The Case of Northern Ontario” and "Universities in the Circumpolar North: A Comparative Analysis." The subseries also comprises material related to conferences and collaborations among universities interested in circumpolar studies, including agreements for student exchanges and records related to research collaborations. The records include publications and other material created by organizations and government bodies responsible for higher education as well as scholarly works by other authors in the areas of higher education and northern studies along with correspondence and notes related to the Weller’s research projects.

Ontario Politics

Subseries consists of research material pertaining to Ontario politics, primarily comprising newspaper clippings, and notes for Weller’s 1988 paper titled “The North in the Ontario Election of 1987.”

Circumpolar Foreign Policy

Subseries consists of material pertaining to foreign policy and security concerns in the circumpolar north, primarily comprising photocopied academic papers by other authors. The subseries also contains material related to intelligence from the same time period.

Intelligence

Subseries consists of notes, academic and government publications, and correspondence pertaining to intelligence and security. Material may be related to Weller’s academic research or preparations for teaching a course on this subject. The nature of the project in which this material was used is unclear.

Other Publications

Subseries consists of publications written or coauthored by Weller not encompassed by the other subseries, including reviews of articles, letters to the editor, and a research report.

Comparative Politics

Subseries consists of lecture notes and other course material from courses Weller taught early in his career as well as material from Weller’s own education in the area of comparative politics. More specifically, some files contain material from a courses taught by Weller at Bishop’s University “Politics in Britain and France” and “The Theory and Practice of Communism.” The dates of the material suggest that the files were also used for courses at Lakehead University.

Public Administration

Subseries primarily consists of lecture notes and related material filed by lecture as well as reading lists, seminar topics, and exam questions for courses taught by Weller at Lakehead University “The Bureaucracy and Politics” and “Public Administration” during the years 1972-1982. A lecture file titled “The Bureaucracy in Third World Nations, No. 23” was empty. Some files contain items with later dates, suggesting their use in a later course.

Local Government

Subseries consists of lecture notes, reading lists, and other material related to the courses taught by Weller at Lakehead University “Local Government” and “Urban Government and Politics.” Four lecture files were empty. The empty files were titled: “Mayors, No.10,” “Councils, No. 11,” “The Media and Local Politics, No. 14,” and “Local Government in the Yukon and Northwest Territories, No. 22.”

The European Union

Subseries consists of lecture notes, course outlines, exam questions and other material for UNBC courses taught by Weller “The European Union” and “The European Community.”

Federal Programs

Subseries consists of correspondence regarding federal programs and their creation and cancellation. Records include newspaper clippings, news releases, itineraries, memoranda, and form letters.

Finance

Subseries consists of records and correspondence relating to the Department of Finance (Finance Canada) and federal financial issues in general. Includes correspondence regarding economic recovery; the state of the Canadian dollar; the gold industry; home ownership savings plans; the federal debt; banking legislation (Bill C-57 and C-15); the Income Tax act; British Columbia Central Credit Union; the federal budget; life insurance; pension plans; compulsory retirement and retirement savings plans; the Anti-Inflation Board (concerning Bill C-73); wage guidelines; tax increases; rising food prices; import tariffs and excise taxes; and tax deductions and exemptions. Also includes news releases, reports, weekly briefings, and speeches.

Secretary of State

Subseries consists of correspondence and accompanying informational material related to the Secretary of State of Canada and Canadian cultural issues. Records include speeches by the Secretary of State, press releases, brochures, reports, newspaper clippings, memoranda, grant requests, itineraries, and reference material. Includes correspondence regarding federal grants; Canadian flag distribution; participation in Canada Week; the status of women in the Public Service; public access to government information; the national anthem; the Open House Canada exchange program; human rights; financial cutbacks to the arts; the Canadian Constitutional Amendment Bill; the Canada Referendum Act; the Quebec separatist movement; Canada’s official languages; bilingual services and education; Canadian Broadcasting Corporation (CBC) programming and services to northern BC; complaints from Skeena constituents regarding radio and television service; the new citizenship legislation (Bill C-20); multiculturalism and ethnic communities; Canadian theatre and arts programs; the Northwest BC Art Council; the Canadian Conference of the Arts; Heritage Canada; Scientology; and northern BC museums and exhibits.

Political Parties

Subseries consists of correspondence and accompanying informational material related to political parties, especially the Liberal Party of Canada. Records include newspaper and magazine clippings, newsletter, brochures and pamphlets, meeting minutes, questionnaires, reports, news releases, speeches, and lists of election results. Includes correspondence regarding the Progressive Conservative Party, the Communist Party of Canada, the National Liberal Party, and provincial Liberal parties. Most records and correspondence relate to the Liberal Party and include mention of Liberal Party activities and meetings, the official language policy, election strategies, fundraising and donations to the Liberal Party, Campagnolo’s 1979 re-election campaign, political debates, youth caucus events, Liberal appointments, Liberal associations in northern BC, and Liberal conventions.

Health Policy

Subseries consists of material involved in Weller’s research on health policy, some of which pertains to comparing health policy in different countries. The material consists of primarily newspaper clippings and photocopied academic papers. There may be connections between the files and subseries 2, as some of the files in the earlier subseries appear to have been used again in later research.

Government and Economic Development in the Circumpolar North

Subseries consists of material involved in Weller’s academic research on the circumpolar north. His research at this time relates primarily to economic development in northern regions. The material comprises primarily photocopied academic papers and newspaper clippings. The subseries also contains publications, text of speeches and other material created by government officials. The subseries also contains files for chapters of a manuscript; however many files are empty. The empty files are titled: “Definitions and Theories, Chp 1,” “The Land and the Climate, Chp 2,” “Peoples and Patterns of Settlement, Chp 3,” “The Settlement of the Provincial North, Chp 4,” “The Decline of the Resource Economy, Chp 6,” “Race, Ethnicity and the Canadian Provincial North, Chp 10,” and “Conclusions, Chp 14.” There may be connections between this subseries and subseries 3, as the files for earlier projects appear to have been used in later research.

Canadian Public Administration

Subseries consists of lecture notes and related material filed by lecture as well as exam questions and other course material for the course “Canadian Public Administration” taught by Weller at Lakehead University during the years 1974-1982. Two files appear to have been reused in the 1990s.

Ontario Politics and Canadian Provincial Politics

Subseries consists of lecture notes and related material filed by lecture, reading lists and exam questions for the Lakehead University courses “Ontario Politics” and “Canadian Provincial Politics” taught by Weller along with notes outlining a textbook on Ontario politics and information on a student internship program at the Ontario legislature. A lecture file titled “Ontario Ombudsman, No. 26 Ontario Politics” was empty. Weller taught these courses during the years 1974-1982, and one file appears to have been used again at a later date.

Modern Political Theory

Subseries primarily consists of lecture notes and other material from the course “Modern Political Theory” taught by Weller at Lakehead University from 1975-1977. The material also includes published lecture notes from a similar course taught at another institution and other items which appear to be Weller’s background research for the course.

Canadian Government and Politics

Subseries consists of lecture notes and related material filed by lecture as well as exam questions, reading list and other course material primarily from the Lakehead University course “Canadian Government and Politics.” The subseries also contains material from similar Canadian Politics courses taught by Weller in the 1970s and 1980s. Seven lecture files were empty, and the empty files were titled: “Agencies, Boards and Commissions, No. 23,” “Patriation and Constitutional Reform, No. 29,” “Northern Discontent, No. 34,” “Political Corruption in Canada, No. 38,” “Politics and the Police, No. 39,” “Health Policy, No. 47,” and “Education Policy, No. 48.”

Parliamentary

Subseries consists of correspondence and accompanying informational material related to Parliament, governmental issues, and Campagnolo’s parliamentary responsibilities. Records include newsletters, reports, itineraries, meeting agendas and minutes, briefing notes, newspaper clippings, brochures, questionnaires, and notes for presentations and speeches by Trudeau and other politicians. Includes correspondence regarding parliamentary procedures, Bill C-84 on parliamentary voting, parliamentary reform, Library of Parliament services, Cabinet meetings, caucus meetings and fundraising, political parties (especially the National Liberal Party and the British Columbia Liberal Party), salaries for Members of Parliament, House of Commons debates and proceedings, tabled legislation, Prime Minister Trudeau’s ministry, the Governor General, visits from the royal family, speeches from the throne, the Order of Canada, Senate meetings and appointments, and parliamentary associations and committees.

Regional Economic Expansion

Subseries consists of correspondence and accompanying informational material related to the Department of Regional Economic Expansion and local development projects. Records include petitions; newspaper clippings; news releases; brochures; reports; and copies of speeches given by Trudeau, W.R. Bennett, and the Minister of Regional Economic Expansion. Includes correspondence regarding construction and development projects in the Skeena riding, the Husky Bushplane, the 1977 drought in northern BC, timber licenses, helicopter logging, the Assistance to Small Enterprise Program, and requests for the extension of the Regional Development Incentives Act. Also includes applications for grants from the Regional Development Incentive Act (RDIA) and the Agricultural and Rural Development Act (ARDA).

Veterans Affairs

Subseries consists of correspondence and accompanying informational material related to the Department of Veterans Affairs. Records include news releases, maps, reports, memoranda, and speeches by Minister of Veteran Affairs Daniel MacDonald. Includes correspondence regarding medical services from the Canadian Pension Commission, Veterans Affairs offices in northern British Columbia. Veterans rights, the fiftieth anniversary of the Royal Canadian Legion, and veterans housing under the Veterans Land Act.

Federal Provincial Relations

Subseries consists of correspondence and accompanying informational material related to federal-provincial relations. Records include copies of legislation, reports, newspaper clippings, and speeches and remarks. Includes correspondence regarding federal and provincial joint projects and provincial executive councils.

Revenue Canada

Subseries consists of correspondence and accompanying informational material related to the Department of Revenue (Revenue Canada) and taxation and customs issues. Records include brochures, news releases, newspaper clippings, reference material, memoranda, bulletins, and reports. Includes correspondence regarding Registered Home Ownership Savings Plans; complaints about customs seizures, tariffs, duties, and detainment; staffing and locations of customs offices; the granting of charitable status to organizations; tax matters and disputes; tax-free earning allowances; and the proposed tax on loggers’ room and board.

Canadian Labor Relations

Series consists of primarily records related to Weller’s involvement on a Federal Task Force on Labor Relations in 1967 and a research project titled "Trade Unions and Political Change in the Province of Quebec 1921-1972.” The material includes drafts, notes, correspondence, publications by other authors, various documents produced for the Task Force, the memorandum of agreement for Weller’s work on the Task Force, and other items related to researching and obtaining research material.

Health Policy in Canada and Other Countries

Subseries primarily consists of articles by other authors, some with related correspondence between Weller and the author. A large amount of the material is related to health policy specifically in Canada; however, the records also range to health policy in the United States and other countries. The subseries also includes the text of speeches by government officials, publications created by government bodies, newspaper clippings, and other material collected over the course of Weller’s research on health policy. The series contains drafts by Weller with titles which correspond to early papers and chapters of his dissertation: "The Public Interest in Professional Politics: The Case of the Canadian Medical Association,” "Chapter 4: Health Care and Medicare Policy in Ontario," "Health Policy in Ontario," and "The Executive, the Legislature and the Health Policy Process: The Case of Ontario." The first 243 files are primarily scholarly works and government documents individually filed by Weller and generally arranged alphabetically by author. The other 72 files contain notes, correspondence, newspaper clippings, and other material in files created by Weller in broader files by topic. The bulk of the material was gather around the dates 1975 to 1980, though some files contain items from dates in the mid-1980s and four files with dates into the 1990s suggesting the material was also involved in later research (see subseries 10).

Articles and Chapters

Subseries consists of copies of all the articles and chapters Weller authored or coauthored arranged chronologically. Files include related material such as drafts and correspondence regarding the publication of the article or chapter. The files in this subseries were originally numbered to correspond with the articles listed in Weller's CV.

Conference Papers

Subseries consists of copies of all the conference papers Weller authored or coauthored arranged chronologically. Some files also include related material such as conference programs or correspondence regarding revising a paper for publication. The files in this subseries were originally numbered to correspond with the conference papers listed in Weller's CV.

History of Political Ideas

Subseries consists of lecture notes and other material from the course “History of Political Ideas” as well as items from a course of the same title which Weller attended during his undergraduate degree at the University of Hull. Weller taught “History of Political Ideas” during the 1968-1969 academic year at Bishop’s University. One file appears to have been used at a later date (1998).

Politics in the Canadian North

Subseries consists of lecture notes and other material filed by lecture, course outlines, reading lists, and other material for the course “Politics in the Canadian North” taught by Weller at Lakehead University and UNBC.

Public Works

Subseries consists of correspondence and accompanying informational material related to the Department of Public Works and construction and development initiatives. Records include speeches by the Minister of Public Works, news releases, notices of tender, brochure, memoranda, newspaper clippings, and reports. Includes correspondence regarding proposed developments, contracts for construction and renovation projects, Public Works housing, and requests and complaints directed to Public Works.

Treasury Board

Subseries consists of correspondence and accompanying informational material related to the Treasury Board of Canada and public service issues. Records include petitions; news releases; reports; memoranda; newspaper clippings; newsletters; and speeches from the Treasury Board, including presidents Robert Andras and Jean Chretien. Includes correspondence regarding government expenditures, the public service and its official language policy, equal opportunities for women, the Public Service Employment Act, public service pensions, collective bargaining for public service employees, and Bills C-28 and C-22 to amend the Public Service Staff Relations Act.

Urban Affairs

Subseries consists of correspondence and accompanying informational material related to the Department of Urban Affairs and housing concerns. Records include newspaper clippings, reports, brochures and pamphlets, news releases, maps, and speeches from the Minister of Urban Affairs Barney Danson and others. Includes correspondence regarding urban transportation, federal housing grants and housing in Canada, mortgages and the Central Mortgage and Housing Corporation, public housing developments, inquiries and applications for grants, and student housing.

Elections

Subseries consists of correspondence and accompanying informational material related to federal and provincial elections. Records include newspaper clippings, reference material, candidate lists, campaign pamphlets, and reports. Includes correspondence regarding by-elections, electoral processes, and voting legislation.

Book Reviews

Subseries consists primarily of copies of Weller's reviews of books or articles. Files include correspondence over the course of the review process and notes or annotations with Weller's comments. An earlier file contains letters to the editor written by Weller. The files in this subseries were originally numbered to correspond with thebook reviews listed in Weller's CV.

Talks and Lectures

Subseries consists of the text of talks and lectures given by Weller as well as related material such as notes.

Dissertation

Subseries consists of material related to Weller's doctoral dissertation at McGill University, including versions of his proposal, chapters, outtakes, correspondence with his committee and notes pertaining to interview contacts and creating a questionnaire.

Contemporary Australia and New Zealand

Subseries consists of lecture notes filed by lecture, reading lists, handouts, and other course material from UNBC course taught by Weller “Contemporary Australia and New Zealand.” The files consist of numbered files of lecture material and parallel files with background research.

Canada and the World

Subseries consists of lecture notes and related material for the UNBC course taught by Weller “Canada and the World.”
