Hazelwood, W. Grant

Grant Hazelwood was a wildlife biologist who had an extensive career in Northern and Central British Columbia with BC Parks, Northwood Pulp & Timber Ltd., the BC Ministry of Environment, and his own consultancy business Alpenglow Resources Ltd. He also served as Director of the B.C. Wildlife Federation and as Manager of the Deep Creek Hatchery in Terrace, BC. Hazelwood was also active with the Terrace Salmonid Enhancement Society and other environmental non-profit organizations.

B.C. Trappers Association

The British Columbia Trappers Association (BCTA) was formed in 1945 as an association of registered trappers. It is the oldest trapper’s association in Canada. Its four main objectives include: 1)To promote sound, humane furbearer fur management through research, education and cooperation with other related organizations; 2)To represent trappers at the provincial, national and international levels; 3)To promote the general welfare of the trappers of British Columbia; and 4)To promote communication, information and dialogue among trappers.

Today, the BC Trappers Association works to keep its members well informed. It publishes a quarterly magazine that includes articles on approved humane traps and trap sets. The magazine also includes articles on different species and the best way to maintain a healthy breeding population.

The Legislative Council of British Columbia was an advisory body created in 1867 to the Governor of the "new" Colony of British Columbia, which had been created from the merger of the old Colonies of Vancouver Island and British Columbia. The new colony, like its predecessors, did not have responsible government, and while its debates and resolutions carried considerable weight, executive power remained in the hands of the Governor, who at the time of the Council's founding as Frederick Seymour.

There were three groups of members: five senior officials of the Colony, who also constituted its Executive Council, nine magistrates, and nine elected members. The electoral members represented two seats in Victoria, one in Greater Victoria ("Victoria District"), New Westminster, Columbia River and Kootenay, Nanaimo, Yale and Lytton, Lillooet, and Cariboo.

The council was abolished in 1871 when British Columbia became a province.

Interior University Society

The Interior University Society was incorporated in 1987 after organizational efforts initiated by Tom Steadman, Bryson Stone and Charles McCaffray. The society’s objectives were to promote the establishment of a university in Prince George, B.C., later to be known as the University of Northern British Columbia. The first president of the society was Prince George lawyer W. Murray Sadler. The Society launched a membership campaign in 1987, retained the services of Dr. Urban Dahllof to undertake a feasibility study, and conducted a survey to determine the support level in northern B.C. for a university. In October, 1988, the society’s proposals and studies were presented to the provincial cabinet. In 1989, an Implementation Planning Group was established, chaired by Horst Sander. The planning group completed its study and reported to the government in December of 1989, recommending a full-status university be established in the north.

Northern BC Archives & Special Collections is an administrative unit of The Geoffrey R. Weller Library located on the 4th floor of the Library Building. In February 1992 informal discussions began regarding the establishment of an archives to preserve the University’s history. In 1996 a committee drafted “The Plan for a UNBC Archives” that expanded on these ideas and outlined the need to establish an archives of Northern BC that would preserve, acquire and provide access to public and private records related to the history and culture of Northern BC. Hence, the position of Archivist was created and the Northern BC Archives was officially opened in November 2000. The Archives also houses rare book collections and maintains the University’s artworks and artifact collections. - The mandate of the Northern BC Archives is to acquire, preserve and provide access to materials of permanent value related to the institutional history and development of UNBC and its institutes and to acquire, preserve and provide public access to archival materials of value related to the history and culture of Northern British Columbia. The Archives will serve research and scholarship by making these records available to researchers, university personnel, students, faculty and the general public.

UNBC Finance Office

The Office of Regional Operations is responsible for the development and delivery of services to students at campuses across northern BC. Many services are provided locally, as well as over the Internet, via email or on the phone in conjunction with the Student Success Centre at the Prince George Campus. Regional Operations maintains three regional campuses, as well as an office at the Prince George campus.

The Prince George Community Foundation was incorporated on October 25, 1995 by a group of community leaders who saw the potential long-term benefits the foundation would offer to the residents of the Prince George Region.

The signatories of the incorporation documents were:

The signatories called the first annual meeting on February 20, 1996 at which time Beverly Christensen was elected the foundation's first president. Elected to serve on the executive with her were vice-president, Ron East, secretary-treasurer, George Paul and recording secretary, Judy Dix. Elected as the founding directors of the new community foundation were: Daphne Baldwin, Bob Harkins, Rev. Lance Morgan, Noreen Rustad, Tom Steadman and Vasso Vahlas. The directors later appointed Bob Buxton as a director and treasurer of the foundation.

The foundation's constitution and bylaws provides that the Mayor of Prince George may automatically become a director of the foundation. At the time of the foundation's incorporation, Mayor John Backhouse accepted a position as a director On November 16, 1996, following his election as mayor of the City of Prince George, Colin Kinsley also agreed to serve as a director of the foundation.

The first public event held for the foundation was a gala tribute-roast for Mayor Backhouse held October 5, 1996 at the Civic Centre.

The Prince George Oral History Group is made up of volunteers from the community interested in collecting and preserving the memories of older citizens from the Prince George area. In addition to conducting oral history interviews and transcribing the tapes, the Group promotes the oral history process by training people in the practical, legal and ethical aspects of oral history.

Audio cassettes and transcripts of oral histories are deposited at the UNBC Archives as well as in other locations in the city of Prince George. This is an on-going project. Some of the interviewing is conducted in conjunction with the Prince George Retired Teachers Association.

The Mission of The Royal Canadian Legion is to serve veterans and their dependents, promote Remembrance and act in the service of Canada and its communities. As well, The Royal Canadian Legion has a strong and continued commitment in promoting Canada's contribution to world peace, the protection of Canadian sovereignty and the preservation of national unity.

The Royal Canadian Legion, formed in 1926, is a non-profit, membership supported fraternal organization. It originally served as a place of camaraderie, support and advocacy, assisting returning military personnel to ease the transition from war to civilian life. Since that time the Legion has evolved into a community service organization serving veterans, ex-service personnel and their families, the new military, as well as seniors and youth.

BC/Yukon Command of The Royal Canadian Legion with 153 Branches, over 90 Ladies Auxiliaries and almost 70,000 members, receives no government funding. BC/Yukon Legionnaires and members of the Ladies Auxiliary contribute millions of dollars to communities every year. These funds are raised through membership drives, fundraisers, donations and sporting and social activities held at Legion Branches and in the community.

BC/Yukon Command also works in partnership with a multitude of government and community, health, social and educational agencies in the design and support of unique programs which will improve the quality of life of others, including Canadian Forces Members, Veterans and Seniors, Youth, and Community Citizens. The BC/Yukon Command also established a Legion Foundation which accepts charitable donations and bequests for: geriatric medical research and bursaries; affordable assisted living facilities; youth leadership and development; and a wide range of health and social services in the community.

The UNBC story began in January 1987, at a public meeting, held at the College of New Caledonia, on the possibility of extending degree-awarding opportunities in Prince George and on December 1, 1987, the Interior University Society (IUS) was incorporated under the Societies Act.

Important early support for the IUS was obtained from Bruce Strachan, MLA for Prince George South and Minister of State for the Cariboo Region, who saw the regional development potential of a northern university. This led to the commissioning of a study Building a Future of Excellence: a University of Northern BC ("The Dahloff Report"). On October 13, an IUS delegation was able to present the government with:

a petition signed by 16,000 voters who had paid $5 for the privilege;
letters of support from every town, village, city, regional district, hospital board, school board and Chamber of Commerce in northern BC;
an Angus Reid survey which indicated that 94% of northerners were in favour of creating the university;
the Dahloff Report indicating the feasibility, credibility and value of the university.

On November 1, 1989 the Government announced that Bruce Strachan, a clear advocate of the university of the north, had been appointed Minister of Advanced Education. On January 9, Minister Strachan made a formal statement that the government had accepted the IPG recommendations: that a university was to be established in the north with a main campus in Prince George. On June 22, the Provincial Legislature passed Bill 40, The UNBC Act, with all-party support. The Interim Governing Council then met formally for the first time on July 21. It was to act as both Board and Senate until such time as the University had gained the officers, faculty, and students capable of forming a senate.

Two dominant themes of early deliberations were site selection and the Presidential search. The latter began in June, and seven interviews were held in August and September. The outcome was the appointment of Geoffrey Weller, previously Vice-President Academic of Lakehead University. The IGC's site selection committee, meanwhile, had initially considered fifteen sites, but these were reduced to a shortlist of six sites for detailed study, and the Cranbrook Hill site finally carried the day when crown acreage was located with a fine view of the City.

In February 1992, the model of the Prince George campus was first unveiled, and in March, members of Convocation elected the University's first Chancellor, Iona Campognolo. The signing of the Memorandum of Understanding between UNBC and Forestry Canada occurred 3 July 1992 at the Coast Inn of the North in Prince George, BC. The MOU resulted in the establishment of UNBC's first research centre. The full opening of the University was delayed from September 1993 to September 1994. April saw the official sod-turning ceremony for the Prince George campus, conducted by BC Premier Mike Harcourt. This was followed in May with the largest and most prestigious event in the University's history to date - the Inaugural Convocation Ceremony, at which the formal Installation of the President and Chancellor took place. August 1992 saw the registration of the University's first students, when 70 students joined the "QuickStart" program. In November, interviews began for the appointment of the first 40 faculty members.

1994 saw the culmination of the years of planning and effort. In May, the first UNBC students graduated: six students from the "Quickstart" program received their degrees from the Governor General. In August, the Prince George campus was ceremonially opened by Her Majesty the Queen, at a nationally televised event which saw some 10,000 people visit the Prince George campus. In September, the University opened fully, with around 1,500 students enrolled. To commemorate the opening, a full-colour coffee-table book, "A University is Born", was published by the UNBC Press.

In 1755, the British Crown established the British Indian Department, and responsibility for Indian Affairs rested on the Superintendents of Indian Affairs from 1755 to 1841. After 1843, the Governors General held control of Indian Affairs, but usually delegated much of their responsibility to a series of Civil Secretaries. In 1860, the responsibility for Indian affairs was transferred from the government of Great Britain to the Province of Canada and the responsibility for Indian Affairs was given to the Crown Lands Department Commissions Responsible for Indian Affairs.

The federal government's legislative responsibilities for Indians and Inuit derive from section 91(24) of the Constitution Act, 1867 and responsibility was given to the Secretary of State for the Provinces Responsible for Indian Affairs. In 1876, the Indian Act, which remains the major expression of federal jurisdiction in this area, was passed and a series of treaties were concluded between Canada and the various Indian bands across the country. The responsibility for Indian Affairs and Northern Development rested with various government departments between 1873 and 1966. The Minister of the Interior also held the position of Superintendent-General of Indian Affairs after the Indian Affairs Department was established in 1880. In 1939, federal jurisdiction for Indian peoples was interpreted by the courts to apply to the Inuit. A revised Indian Act was passed in 1951.

From 1950 to 1965, the Indian Affairs portfolio was carried by the Minister of Citizenship and Immigration. On October 1, 1966, the Department of Indian Affairs and Northern Development was created as a result of the Government Organization Act, 1966. Effective June 13, 2011, the department was renamed the Department of Aboriginal Affairs and Northern Development Canada.

The Northern Development part of the department has its origins in the Department of the Interior, a body created by then Prime Minister John A. Macdonald for the purpose of administering the Dominion Lands Act of 1872. When the Department of the Interior dissolved in 1936 (with the Natural Resources Acts transferring control over natural resources to the Prairie provinces), Indian Affairs fell under the purview of the Department of Mines and Resources. However, the need for social and health-care services in the North led to the establishment of the Northern Administration and Lands branch in 1951, which led to the creation of the Department of Northern Affairs and National Resources in 1953. This became the Department of Indian Affairs and Northern Development in 1966 and then the Department of Aboriginal Affairs and Northern Development in 2011.

Prince George Spruce Kings

The Prince George Spruce Kings were formed in 1972, the same year the World Hockey Association was launched. For most of its history the club has operated as a nonprofit society with a volunteer board of directors made up of knowledgeable business and hockey people from throughout the community. The original Spruce Kings were formed largely on the effort of Lionel Garand, who was determined to form a Junior team and provide local athletes with a place to play. Together with thirteen investors, Grand relied on gate receipts and advertising revenue to run the Spruce Kings Junior "A" Hockey Club, but when this became too much of a financial challenge the Prince George Minor Hockey Association became involved. “Spruce Kings” was Terry Eastholm’s winning entry in a community contest to determine the team’s name. In their first season, the Spruce Kings played in the Pacific Northwest Hockey League. They won the inaugural league title in 1975-76 when they played Junior ‘B’ in the Peace Cariboo Junior Hockey League. The Spruce Kings switched to Junior ‘A’ before the 1980-81 season, and were initiators in the expansion of the PCJHL to the Rocky Mountain Junior Hockey League in 1991-92.

The main campus in Burnaby was established in 1965 and has more than 34,000 students and 950 faculty members.

Northwood Mills Ltd.

Northwood Mills was Noranda's first foray into the forestry industry. Northwood Mills was resurrected from National Forest Products when it was purchased by Noranda in April 1961 (Zimmerman p. 33). National Forest Products was in receivership and had 6 sawmills in the Okanagan Valley (Summerland Box Company, Tulameen Forest Products, and the Osoyoos and Oliver mills) and in Prince George (Upper Fraser Mills and Sinclair Spruce Mills) (Zimmerman p. 31). The Prince George mills were larger and more successful, making Prince George the centre of Noranda's forest investment. Included in the purchase of National Forest Products was the harvesting quota for the sawmills and a 3 million acre pulp-harvesting area (pre-approved for a pulp mill) that had been created by the provincial forestry minister, Ray Williston (Zimmerman p. 31). Dick Porritt was named the first president and CEO of Northwood Mills (Zimmerman p. 34).

An agreement between Noranda Mines and the Mead Corporation dated April 24, 1964 provided for the formation of a new company called Northwood Pulp. The capital stock of this new company was divided evenly between Northwood Mills Ltd. and Canamead Inc. (later named Forest Kraft Company). Northwood Pulp purchased from Northwood Mills all the outstanding stock of two of Northwood Mills' wholly-owned subsidiaries: Upper Fraser and Sinclair Spruce Mills. Northwood Mills would provide knowledge and experience with respect to sawmills. Mead would provide knowledge and experience with respect to the engineering and design of pulpmills. Northwood Mills was Northwood Pulp's exclusive agent for soliciting and servicing sales of logs, lumber and other sawmill products globally.

At 1976, Northwood Mills continued to operate four sawmills in the Okanagan region of British Columbia with the capacity to produce approximately 200 million board feet of lumber per year, principally western white spruce. It had a building materials division which operated a lumber brokerage and wholesale building materials business through warehouses across Canada. Early in 1975, it acquired Airscrew-Weyroc, which was then renamed Northwood Panelboard Ltd., with a 145,000 tons per year particle board plant in Chatham, New Brunswick.

Between 1964 and 1985, Northwood Mills purchased holdings in other subsidiaries, including Fraser Inc., W.H. Miller Co Ltd., James Maclaren Industries, Lynn Stevedoring Co. Ltd., MacMillan Bloedel Ltd., McBride Lumber & Building Supplies Ltd., Northwood Properties, and Northwood Panelboard Ltd (Stats Can).

Northwood Mills' Sales Division marketed its own production as well as that for Northwood Pulp and Timber and other non-affiliated producers. Over 80% of the sales were to North America.

Canada Wire and Cable Company Ltd. was one of the largest manufacturers of electrical wire and cable in Canada.

Noranda Mines' entry into manufacturing occurred when it purchased a substantial interest in Canada Wire and Cable Company, Ltd. in 1930. This happened when Canada Wire decided to build a copper rod mill in Montreal adjacent to Noranda's new copper refinery. This mill was an important outlet for Noranda's copper production at the time.

Canada Wire then grew into the company's most important manufacturing enterprise, and several other interests were developed out of it. Since 1950, Canada Wire's growth occurred through a combination of new plant construction and acquisitions. Canada Wire operated over 11 plants and 7 warehouses across Canada.

In additional to its substantial growth in Canada, starting in 1961 Canada Wire began to make foreign investments. These usually involved the company providing financial and technical assistance in return for a minority interest. Canada Wire started with investments in Central and South America, and later held interests in ten different countries.

Canada Wire also had a fertilizer division at Belledune, New Brunswick. This plant, with a capacity of 220,000 tons per year of diammonium phosphate, was acquired through the refinancing of Brunswick Mining and Smelting. The principal raw materials were sulphuric acid, which was obtained from Brunswick, and phosphate rock which was brought from Florida.

Besides its operating divisions, Canada Wire also had investments in several companies primarily involved in research and development activities.

British Columbia Forest Products Limited (BCFP) was a forestry company that operated from 1946 to 1986 in British Columbia. BCFP expanded to include timber production, pulp and paper, veneer, plywood and transportation operations. For many years, it was considered to be the second largest forest company operating in British Columbia.

In January 1969, Noranda and Mead made a joint offer to acquire control of British Columbia Forest Products (BCFP). Mead already held an interest in this company and together the two companies had previously begun accumulating shares in the market. Noranda made a public offer to acquire 400,000 share (10.8%) of British Columbia Forest Products. The price was to one-half a share of Noranda plus $22.50 in cash. On the day prior to the announcement, the closing share prices of Noranda and BCFP were $35 and $31.25 respectively. This meant the offer was equivalent to $40 per BCFP share, a 28% premium.

At the time of the offer, Noranda and Mead each owned directly 427,700 share (11.5%). In addition, through Brunswick Pulp and Paper Company, a U.S. company, Mead also had a 50% interest in 1,000,000 shares. Noranda further announced that, upon completion of the offer, its holdings and those of Mead would be equalized. Following the offer, a voting trust agreement representing the combined holdings of the companies was made in favour of Northwood Pulp.

At the time of purchase, BCFP was contemplating a major expansion project at Mackenzie. This was later approved and production of a new pulp mill began early in 1973.

BCFP was purchased in 1987 by Fletcher Challenge Limited of New Zealand and merged with BC company Crown Forest Industries. Fletcher Challenge Canada Limited was thereby established with a sharpened focus on pulp and paper. In 2000, Norwegian paper company Norske Skog purchased all of Fletcher Challenge’s pulp and paper assets and the company name changed to Norske Skog Canada Limited. The size of the company doubled in 2001 with the acquisition of Pacifica Papers and the merged operation assumed the name NorskeCanada. In 2005 the business was renamed Catalyst Paper.

Lefebvre, Alain

J. Alain D. LeFebvre, B.A., C.A., M.B.A. was born and raised in Prince George. He received his university training at Simon Fraser University, graduating in 1979 with a Bachelor of Arts (Commerce Major, Economics Minor). After graduation he returned to Prince George and completed his term of articles with a national firm, attaining membership in the Institute of Chartered Accountants of British Columbia in 1982. In 1991 Lefebvre obtained a Master of Business Administration from City University, and has lectured on accounting for the College of New Caledonia, and on accounting and finance at the Masters level for City University. Al has held positions outside of public practice including Deputy Treasurer for the City of Prince George (7 years) and thereafter the Director of Finance for the University of Northern British Columbia (5 years). He is currently a partner with Chan Foucher LeFebvre LLP in Prince George.

L'Heureux, Audrey Smedley

Audrey Ruth Smedley L’Heureux (1925-2013) was a Northern BC author, journalist, and newspaper editor. She was born Audrey Ruth Spencer in Vanderhoof B.C. on August 10,1925 to parents Marion Lucy Auld Graham Spencer and Ernie (Bert) Spencer. Audrey had two siblings, Pat and Jim Spencer, and a pet moose named Pinto.

Audrey served during World War II as a commercial radio wireless operator. She married her first husband, Jack Smedley, and they had three children: Albert, Georgina, and Teddy. They lived on Smedley Farm, approximately two miles south of Vanderhoof, which later became the headquarters for Custom Products and Timber Limited. In 1957, the Smedley's sold the farm and divorced.

With more personal time, Audrey decided to pursue her love of research and decided to start the Nechako Chronicles newspaper in 1964. Although she sold the newspaper in 1971, Audrey had found her passion for journalism. Audrey later applied for the editor position at The Interior News and worked there from 1974 to 1975. Later, Audrey became the editor for the Ingot, the Alcan newsletter. During her time at the Ingot, Audrey met and married Edmond “Ed” Joseph L’Heureux (1917-2001) on August 12, 1976. Audrey left the Ingot in 1976 and pursued her passion for researching northern British Columbia history. Audrey published “Northern BC In Retrospect " in 1979, “From Trail to Rail: Surveys & Gold, 1862 to 1904” in 1987, and “Trail to Rail: Settlement Begins, 1905-1914” in 1989. Audrey also created another volume of “Trail to Rail”; however, it was never published.

L’Heureux became a pillar in her community, winning several awards such as the 125th Anniversary Commemorative Medal of Canadian Confederation in 1993, Community Booster of the Year from Vanderhoof Chamber of Commerce in 1998, appointment to the Senior’s Advisory Council of B.C. in 1997, and the Queen Elizabeth II Golden Jubilee Medal in 2002. Audrey was also a member of the Nechako Valley Historical Society, the Senior Citizen’s Counsel, and a member of the Elder Citizens Recreation Association (ECRA).

Audrey Ruth Smedley L’Heureux died on February 12, 2013.

"Celebrities of the Army" was collected and edited by Naval Commander Charles Napier Robinson, and published by G. Newnes in 1902. It consists of a serial collection of lavish coloured portraits and short biographies of senior offices and major heroes of the South African Boer War.

McMann, Dale

Born in 1953 in Alberta, Dale lived in Prince George from 1978 to 2006, serving in many high-profile positions. From 1983 to 2001, McMann was the CEO of the Prince George Region Development Corporation. Dale McMann was one of the founding members of the Interior University Society (IUS) and served on the first IUS Executive. The Prince George Regional Development Corporation was the group which gave the Interior University Society the seed money to get started.

Dale McMann is very involved in softball organizations. By 1986, Dale was serving as president of Softball B.C. and in 1990, he was elected president of Softball Canada, and kept that position for 11 years. Dale also served as the International Softball Federation vice-president/North America for 16 years (1993-2009). While handling those posts, Dale was integral in planning and decision-making for World Championship and Olympic competitions. Dale’s input was crucial as the ISF established its headquarters in Florida. Dale McMann was inducted into the Prince George Sports Hall of Fame in 2012.

Currently, McMann serves as the Executive Regional Director of BC Housing, and has since 2005. Previously, he was the Regional Director of the British Columbia Buildings Corporation (2001-2005).

Weller, Geoffrey R.

Originally from the U.K., Geoffrey R. Weller was born in 1942. He graduated high school in England in 1960 and then spent an additional year at Ann Arbor High School in Michigan, graduating a second time in 1961. Weller pursued a BSc in Economics at the University of Hull, graduating in 1964, and a master degree in Political Science at McMaster University, completing a thesis titled “Some Contemporary American Views of Democracy and the Third World: A Critical Appraisal” in 1967. He went on to hold teaching positions at Bishop’s University (1965-1971) and Lakehead University (1971-1990). At Lakehead University, Weller also became the Dean of Arts (1984-1985) and Vice-President (Academic) (1985-1990). Over the course of his career, Weller obtained visiting professor positions at: the University of Minnesota, Duluth (1973), the University of Ottawa (1977-1978), and Simon Fraser University (1995) and taught a summer course at Laurentian University (1979). Over his teaching career, Weller taught courses in Canadian politics, public policy, and comparative politics. In 1991, Weller became the founding president of the University of Northern British Columbia and held this position until 1995 when he stepped down and began teaching in the department of International Studies.

Weller’s early research pertained to Canadian labor relations, working first as a researcher for the Federal Task Force on Labor Relations in 1967 and subsequently pursuing an academic research project titled "Trade Unions and Political Change in the Province of Quebec 1921-1972.” In the late 1970s and early 1980s, Weller’s research turned to health policy in Canada and worldwide. From 1975 to 1980, Weller worked on his doctoral dissertation at McGill University titled “The Development of Health Policy in Ontario.” Though he ultimately never finished this degree, Weller published several papers on similar topics during this time, including: “From ‘Pressure Group Politics’ to ‘Medical Industrial Complex’: The Development of Approaches to the Politics of Health” (1980), “The Determinants of Canadian Health Policy” (1980), “The Conflict of Values and Goals in the Canadian Health Care System” (1978), and "Hygeia Versus Asclepius: Conflict within the Ontario Health Care System" (1979). Other projects on health policy in the 1980s included Weller’s research on the Canada Health Act of 1984 and collaboration with his colleague Pranlal Manga on a project looking at politics and health care in South Africa in 1983. Weller continued to conduct research on health policy into the 1990s.

Overlapping with his work on health policy, Weller explored politics and development in the Circumpolar North. From the late 1970s to the mid-1980s, he engaged in several projects examining local government in the North and provincial ministries of northern affairs. Specific publications included: "Local Government in the Canadian Provincial North" (1980), "The Evolution of Local Government in Northern Ontario" (1980), "Provincial Ministries of Northern Affairs: A Comparative Analysis" (1982), and “Local Government Development in the Yukon and Northwest Territories” (1983). Later in the 1980s, Weller conducted research on politics in Ontario, publishing a 1988 paper titled “The North in the Ontario Election of 1987.” This interest in government and development in the circumpolar north reemerges in Weller’s work in the 1990s with an emphasis on economic development, seen in the publications “Regional and Economic Development in the Circumpolar North: early 90s to 2000” (2000) and “Economic Development Initiatives in the Circumpolar North: A Comparative Analysis” (1999).

Weller’s research interests in health policy and northern studies also overlap in many projects. Specifically, from 1983 to 1991, Weller’s research on health policy turned to examine health care in the circumpolar north. During this period, Weller held government appointments and community service positions on the Advisory Committee for the Health Promotion and Prevention Project of the Ontario Council of Health (1983-1984), the study advisory group for the Study on Health and Social Service Professionals in Northern Ontario (1989-1990), and the Thunder Bay District Health Council (1983-1988), on which he was also chairman (1986-1988). Research conducted in these roles dovetailed with academic research projects, including "The Politics of Health in the Circumpolar North” (1987) "The Delivery of Health Care to Underserviced Areas” (1991) and "Health Care Delivery in Northern Hinterlands” (1989). During this period, some of Weller’s research also examined the transfer of health care responsibility to Canada’s northern territories and local government among First Nations groups, specifically in his papers “Self-Government for Canada's Inuit: The Nunavut Proposal” (1988), “Devolution, Regionalism and Division of the Northwest Territories” (1990), "The Devolution of Authority for Health Care Services to the Government of the Northwest Territories” (1989), and “Health Care Devolution to Canada’s Territorial North” (1990).

Weller’s research in the field of northern studies also combined with research on environmental politics, higher education, and international relations. During 1981-1988, Weller collaborated with Douglas Nord on projects pertaining to environmental issues and politics in the Great Lakes region, including two research reports funded through the state of Minnesota and the Canadian Consulate-General in Minneapolis titled “Transborder Politics and Paradiplomacy: The Ontario- Minnesota Fishing Dispute” (1987) and “Canada and the United States: An Introduction to a Complex Relationship” (1987). Weller also pursued academic research in this area including a project titled “Water Politics and Policy in the Lake Superior Basin” (1988) and another collaboration with Douglas Nord "Environmental Policy and Political Support in Canada and the United States: A Comparative Analysis” (1981).
Also holding research interests in higher education, from the late 1983 to 1998 Weller explore aspects of circumpolar universities and their effect on the surrounding regions, resulting in publications such as “Universities, Politics and Development: The Case of Northern Ontario” (1988) and “Universities, Politics and Development: Northern Ontario and Northern Sweden” (1985). Weller’s interest in northern studies combined with international studies in research concentrating on foreign policy and security in the north. Publications in this area include “The Circumpolar North and Canadian Foreign Policy” (1989) and “The Arctic as an International Community” (1992). Weller also produced publications in the late 1980s through the 1990s dealing with security and intelligence in Canada and internationally.

In 1999, Weller was awarded an honorary doctorate from the University of Lapland based on his work on the circumpolar north encompassing Scandinavian countries and his research collaborations with Scandinavian scholars. Geoffrey Weller passed away in 2000. His legacy includes the establishment of the Lakehead University Centre for Northern Studies, the Northern Ontario Medical Program, and the Association of Circumpolar Universities.

Collier, Eric
Persoon · 1904 - 15 March 1966

Eric Collier was born in England but came to British Columbia at the age of 19. He became a trapper at Meldrum Creek in the Chilcotin. His writing career began in 1924 and he continued to publish articles on the outdoors until his death in 1966. He is best known for his book, Three Against the Wilderness (1959). He died in Williams Lake on March 15, 1966.
